The West Virginia Behavioral Healthcare Providers Association is located in Charleston, West Virginia. The Association’s members are behavioral healthcare provider organizations serving recipients in each of the State’s fifty-five counties. We are committed to creating and sustaining healthy and secure communities. Vital to this commitment is a network of organizations and advocates promoting services of unparalleled value.


All individuals in West Virginia have access to a responsive, high-quality,   integrated and comprehensive array of behavioral health services.


The West Virginia Behavioral Healthcare Providers Association promotes a quality system of behavioral health care for West Virginians

Our Beliefs

  • Effective, resource-sensitive, and outcome-based healthcare must include behavioral healthcare services.

Meet Our People

  • Mark A. Drennan
    Executive Director

    Mark A. Drennan <br> Executive Director

    Mark Drennan has served as Executive Director of the Association since 2011.
    He holds a Bachelor of Arts Degree in Psychology and a Master of Social Work from West Virginia University.

  • Dr. Cynthia A. Persily
    Immediate Past President

    Dr. Cynthia A. Persily <br> Immediate Past President

    Dr. Persily is President and CEO of Highland Hospital Association, Highland Behavioral Health Services, Inc., Highland Health Center, Inc. and Highland Hospital Foundation, Inc. She holds a Bachelors of Science degree in Nursing from East Stroudsburg University, and a master’s degree and PhD from the University of Pennsylvania. She is a Fellow in the American Academy of Nursing.

    Sheila Emerson Kelly <br> President (2015)

    Ms. Kelly is a licensed psychologist and Nationally Certified School Psychologist. She is currently President of the WV Association of Professional Psychologists and past President of the WV Psychological Association.
